Unable to initialize batch catalog: Error executing SQL Command. Password validation failed
Issue
You're installing Kofax Capture with Standard database, however your domain has a password policy and you're seeing the following error:
Unable to initialize batch catalog: Error executing SQL Command. Password validation failed. The password does not meet the operating system policy requirements because it is too short (15116)
Cause
When installing Standard database, the process installs SQL Express and then creates a simple SQL Account for the Reporting statistics access, that has a simple password.

Solution
To resolve this issue, you'll need to uninstall the current version of Capture and SQL Server. It may have installed some components and these should be cleaned up.
It is also it recommended to run the Cleanup Utility, available at: Kofax Capture Cleanup Utility found here:

Then reinstall using the following from elevated CMD prompt:
<Path>\Setup.exe /USGCBCompliant=1
(The command is case sensitive, so enter it exactly as shown.)
After installing with the USGCBCompliant switch, the account will have a more complex password:
Account - StatsMgr
Password - HDveq3XTgHS6%h$
