Retrieving COM class factory for component failed error 80070005 with User Profiles enabled

Question / Problem:

After enabling User Profiles, all modules fail to open, with an error message:

Retrieving the COM class factory for component with CLSID {F41460E1-F8F2-409D-AD1F- C177F3F837B8} failed due to the following error: 80070005

How can I resolve this issue?

Answer / Solution:

This error occurs when Windows attempts to validate the publisher certificate against the certificate revocation list in an environment that has no access or restricted access to the Internet. Prior to enabling User Profiles, modules open slowly or appear to stall displaying the splash screen.

To resolve this issue, modify the

%WindDir%\Microsoft.NET\Framework\v2.0.50727\CONFIG\machine.config file and add the following element:

<generatePublisherEvidence enabled="false" />

into the existing <runtime> element. If the <runtime> section does not exist, append it to the end of the file, before the closing </configuration> tag:

   \\ old entries\\
        <generatePublisherEvidence enabled="false" />
