At first use ‘Internet Explorer 8’ tries to run a setup wizard. To successfully complete this wizard, internet access is required. Just selecting the “Ask me later” option will just postpone this wizard to a later time If you’re not able to grant the machine access to the internet or are not willing to go through the setup process, you can try one of the following possible solutions.

First of all make sure that you close all running instances of ‘Internet Explorer’.

Solution 1:
Add/change the following registry key to the registry and start ‘Internet Explorer 8’. [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main] “DisableFirstRunCustomize"=dword:00000001 hex

Changing this key should suppress the setup wizard completely.
This solution also works for ‘Internet Explorer 7’.

Solution 2:
Add/change the following registry keys to the registry and start ‘Internet Explorer 8’.
[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main]
    "IE8RunOnceLastShown"=dword:00000001 (hex)
    "IE8RunOncePerInstallCompleted"=dword:00000001 (hex)
     "IE8TourShown"=dword:00000001 (hex)

Make sure that the following keys contain no value.

Changing/adding these keys will make ‘Internet Explorer’ believe that this wizard has been completed and it shouldn’t try to start it again.
