CSS 3.2 Web Pages Display Error Referencing <compilation defaultLanguage="c#" debug="true" targetFramework="4.8">

Issue

After installing or updating to CSS 3.2 when opening web pages you immediately get a web page error referencing <compilation defaultLanguage="c#" debug="true" targetFramework="4.8">.

Cause

Unknown but this particular instance the asp.net user was missing from the server which seems to indicate a problem with asp.net.

Solution

Download and install the .NET Framework 4.8 Developer Pack.
