Question: 

Is the "log on locally" right still required for most connectors? 

Answer: 

For most connectors this stopped being a requirement as of ShareScan 5.0 SP3.  A user can now use Scan to Desktop and other connectors with runtime, AD, authentication and successfully send a document with no issue.  The one major exception is the Exchange connector when configured to use the MAPI protocol.
