ScanStation Xerox TWAIN driver configuration fails with Windows 10

Problem:

Customer is unable to perform configuration of EIP Application on MFP using Xerox TWAIN driver configuration tool; fails with error "Could not load file or assembly 'Microsoft.Web.Services3,Version=3.0...'" on RP5810 with Windows 10.

The error shown is "Could not load file or assembly 'Microsoft.Web.Services3,Version=3.0...'"

Cause:

There is a component which needs to be installed on Windows 10 Scanstations in order for the eCopy Xerox TWAIN driver to function. The error you may see is:

This is referencing the fact that Web Services Enhancements (WSE) 3.0 for Microsoft .NET are not installed.

Resolution:

Download the Web Services Enhancements (WSE) 3.0 for Microsoft .NET and install.
