No CREs to assign after removing clusters

Issue

If the MC does not have a Non-Production or Production license, then it is impossible to assign CRE in the cluster.

Cause

This is a BUG.

Bug 1804635:Cannot assign CRE if at least one of the licenses is missing

Solution

The bug is fixed in 11.3.0.2
