Cause
This is caused to to missing steps during the upgrade to KTM 6.4
Solution
With KTM 6.4, there are new configuration steps on the IIS server which need to be completed during the upgrade. These are new steps for KTM 6.4.
The key step is to configure the Feature Delegation for IIS - step 2 in the installation notes.
